In view of this, on October 7, the US Department of Commerce redefined the mandatory respondent enterprises for anti-dumping and countervailing investigations.

The two anti-dumping compulsory respondent enterprises (including affiliated enterprises) are: Jiatong company [Jiatong tire Global trade Co., Ltd. and its affiliated companies Jiatong tire (USA) Co., Ltd., Jiatong tire (Anhui) Co., Ltd., Jiatong tire (Fujian) Co., Ltd. and Jiatong tire (Hualin) Co., Ltd.] and Sailun Group Co., Ltd. The US Department of Commerce has sent a questionnaire to Sailun Group Co., Ltd. on October 9.

The two anti subsidy compulsory respondent enterprises are: Jiatong tire (Fujian) Co., Ltd. and guplatinum tire (Kunshan) Co., Ltd. Previously, Cooper Tire has applied to the U.S. Department of Commerce to participate in the active response, and submitted a questionnaire on October 3, 2014. Accordingly, the Ministry of Commerce will directly adopt the questionnaire.

It is understood that in the anti-dumping investigation, the method adopted by the Ministry of commerce is still to select the two largest export enterprises directly based on the import statistics of the U.S. Customs during the investigation, which is different from the method adopted by countervailing. The related enterprises are considered as a whole in the statistical data. During the investigation, Sailun Group Co., Ltd. was the third largest export enterprise.

In the countervailing investigation, the method adopted by the Ministry of commerce is still to select the two largest export enterprises directly based on the import statistics of the U.S. Customs during the investigation; And different from the methods used in anti-dumping, the statistical data do not consider the affiliated enterprises as a whole, that is, only the export data of a single enterprise are considered. During the investigation period, Cooper Tire (Kunshan) Co., Ltd. was the third largest export enterprise.
